Why this matters in Russia and China
Russia and China are the two countries with the harshest internet censorship systems in the world. Roskomnadzor in Russia and the Great Firewall (GFW) in China use deep packet inspection (DPI), IP blocking, and DNS spoofing to restrict access to thousands of resources.

How the selection algorithm works
- Ping test — measures latency to every available server

VPN blocking in Russia
Since 2017, Roskomnadzor has required VPN providers to connect to the registry of banned sites. Most major services refused — and were blocked. As of 2024, hundreds of VPN services are blocked in Russia, including NordVPN, ExpressVPN, IPVanish, and many others.
ISPs use TSPU (Technical Means of Countering Threats) DPI equipment that can recognize traffic from popular VPN protocols. RUSVPN uses protocols with obfuscation — AmneziaWG and Hysteria 2 — which disguise VPN traffic as ordinary HTTPS, making them practically invisible to TSPU.
VPN blocking in China
The Great Firewall is the most sophisticated internet censorship system in the world. The GFW blocks not only sites but also VPN protocols themselves. OpenVPN, L2TP, PPTP — all have long been recognized and blocked. Even standard WireGuard works unstably.
